Background and Purpose of the Assignment
UNICEF is actively implementing its Gender Action Plan (GAP) 2022–2025, which serves as a cornerstone for mainstreaming gender equality into its field programming and organizational operations. This ambitious plan takes a twin-track approach:

To support these commitments, UNICEF’s Gender Equality Section is recruiting a highly skilled Consultant to draft and compile critical annual reports that capture progress, challenges, and lessons learned. These reports include:
- The UN System-Wide Action Plan (UN SWAP) report, which monitors UN entities’ performance on gender equality.
- The Annual Report on UNICEF’s Gender Action Plan (GAP), presented to the UNICEF Executive Board.
- The Global Annual Results Report on Gender Equality, including the Spotlight on the Gender Equality Thematic Fund, designed for donors and public audiences.
Each report serves a distinct audience—ranging from internal governance structures and UN interagency platforms to donors and global stakeholders. Producing these reports requires a consultant with strong analytical, synthesis, and writing skills, capable of managing input from multiple stakeholders and delivering polished, timely, and impactful outputs.
Scope of Work
The consultant will take primary responsibility for drafting, editing, and finalizing three major institutional reports, ensuring accuracy, coherence, and alignment with UNICEF’s communication standards.
Key Reports to be Produced
- The UNICEF Annual UN SWAP Report and Contributions to the UN Gender Equality Acceleration Plan Report
- Drafting a consolidated report based on inputs from UNICEF divisions and the previous year’s reporting.
- Conducting substantive edits, liaising with colleagues for clarifications, and finalizing text for submission.
- Uploading finalized text to the designated reporting portal.
- Drafting UNICEF’s inputs into the annual UN SWAP letter.
- The UNICEF GAP Executive Board Report
- Compiling inputs from UNICEF Country Offices (COs), Regional Gender Advisors, and sectoral divisions.

Draft, revise, and finalize report (including Results Framework and HPV Plus guidance brief) by 31 March 2026. - Global Annual Results Report (with Spotlight Fund):
Reformulate Executive Board report, incorporate case studies, and finalize by 30 September 2026.

Required Qualifications
To be considered for this consultancy, applicants must demonstrate strong academic and professional credentials, as well as proven expertise in gender-focused reporting and technical writing.
Education
- A university degree in Business, Social Sciences, Gender Studies, Communications, Intercultural Studies, or Diversity & Inclusion (required).
- Advanced academic qualifications or specializations in gender studies are a strong asset.
Professional Experience
- Minimum 10 years of progressively responsible professional experience, ideally in technical report writing, international development, and gender equality.
- Demonstrated expertise in producing reports on gender-related issues such as education, health, and empowerment.
- Experience working with UNICEF or other UN/international agencies is highly desirable.
- Experience in country offices and a field-based understanding of development challenges is an advantage.

- Visa Requirements (U.S.-based): Except for U.S. Citizens, Green Card holders, or G4 visa holders, consultants (and household members) must switch to G4 visa status. Spouses will require an Employment Authorization Card (EAD) to work in the U.S.
