Key Duties and Responsibilities
The M&E Associate will play a critical role in ensuring effective tracking, reporting, and evaluation of HIV/AIDS and TB grant activities in Tajikistan. Working under the direct supervision of the M&E/Reporting Analyst, the incumbent will:
1. Develop and Implement M&E Plans
- Draft monitoring and evaluation plans for Sub-Recipients (SRs) and for the Principal Recipient covering HIV and TB components.
- Create a comprehensive field monitoring plan based on agreed indicators.
- Ensure all indicators are aligned with national M&E frameworks and the Global Fund’s performance framework.
2. Monitoring and Reporting
- Conduct regular field and desk monitoring of project-supported interventions.
- Prepare detailed monitoring reports, analyze data, and provide recommendations.
- Produce periodic reports for the Global Fund and UNDP, ensuring compliance with required standards.
- Support donor reporting such as Progress Update and Disbursement Requests (PUDRs).
3. Development of Tools and Systems
- Create/update M&E tools such as forms, questionnaires, and checklists.
- Develop TORs for baseline, mid-term, and end-of-program evaluations.
- Assist in the development of uniform systems of indicators to standardize data collection across projects.
4. Technical Support and Capacity Building
- Provide technical assistance to SRs, national partners, and technical counterparts in designing and using M&E systems.

5. Knowledge Management

Required Qualifications and Experience
Education:
- Required: Completion of Secondary Education.
- Preferred: Bachelor’s degree in Medicine, Public Health, Epidemiology, Sociology, or related areas.
Experience:
- With Secondary Education: Minimum of 7 years of professional experience in project implementation, including M&E activities.
- With Bachelor’s Degree: Minimum of 4 years of relevant professional experience.
Skills and Competencies:
- Demonstrated knowledge and hands-on experience with M&E systems in development projects.
- Ability to design and implement quantitative and qualitative data collection methods.
- Experience with data analysis, evaluation tools, and donor reporting.
- Knowledge of health sector projects, preferably HIV and TB, is an asset.
