About FAO in Bangladesh

FAO Bangladesh (FAOBD) manages multiple national, regional, and global projects under various funding mechanisms, including the Technical Cooperation Programme (TCP), Trust Fund (TF), and Regular Programme (RP). FAO works in partnership with the Department of Environment (DoE), the Ministry of Environment, Forest and Climate Change (MoEFCC), local government institutions, and community stakeholders to deliver impactful interventions.

One flagship initiative involves the Global Environment Facility (GEF-8) funded project on the integrated management of ECAs, which focuses on promoting biodiversity conservation, sustainable use of natural resources, climate-resilient ecosystem restoration, and gender-responsive livelihood enhancement in Jaflong-Dawki, Cox’s Bazar-Teknaf Peninsula, and Sonadia.

FAO provides technical guidance, strengthens institutional capacity, and ensures alignment with national climate strategies, including the Bangladesh Climate Change Strategy and Action Plan (BCCSAP), National Adaptation Plan (NAP), Nationally Determined Contributions (NDC), and Delta Plan 2100.

The incumbent will report to the FAO Representative in Bangladesh and work under the direct supervision of the Assistant FAO Representative (Programme), in close collaboration with the PPG Team Leader, National PPG Coordinator, and the broader project team.


Key Responsibilities

Climate Risk Assessment and Technical Leadership

  • Lead climate risk and vulnerability assessments for ECAs, addressing hazards such as sea-level rise, storm surges, salinity intrusion, flash floods, landslides, and ecosystem degradation.
  • Provide technical guidance to integrate climate risks into ecosystem-based management (EbM) and nature-based solutions (NbS) interventions.
  • Ensure interventions are aligned with national and global frameworks for climate adaptation, mitigation, and biodiversity conservation.

Project Design, Implementation, and Policy Engagement

  • Support project design and technical documentation to mainstream climate considerations into ECA management.
  • Provide technical inputs for climate-resilient restoration and conservation measures, including mangrove, wetland, and coastal dune restoration, as well as climate-smart agro-ecological and fisheries practices.
  • Guide the integration of co-benefits for adaptation and mitigation, including carbon sequestration.

Monitoring, Evaluation, and Reporting

  • Contribute to climate-related indicators within project results frameworks and M&E systems.
  • Support the estimation and documentation of GHG mitigation and adaptation co-benefits, following FAO and GEF standards and IPCC guidelines.
  • Prepare technical notes, briefing materials, and case studies to inform FAO’s policy dialogue on climate-resilient ECA governance.

Institutional Capacity Building

  • Provide technical support and analytical inputs for strengthening capacities of DoE, MoEFCC, local government bodies, co-management committees, and Village Conservation Groups (VCGs).
  • Facilitate technical collaboration with research institutions, universities, and climate experts.
  • Develop knowledge products, guidelines, policy briefs, and contribute to South-South knowledge exchange.

Minimum Requirements

Education

  • Advanced university degree (Master’s or PhD) in Climate Change, Environmental Science, Natural Resource Management, Ecology, Forestry, Agriculture, or related fields.

Experience

  • Minimum 15 years of progressively responsible experience in climate change adaptation and mitigation, ecosystem-based management, and nature-based solutions.
  • Demonstrated experience working with FAO, UN agencies, GEF, World Bank, ADB, or similar climate and biodiversity projects.
  • Proven knowledge of climate risks, EbA, NbS, Eco-DRR approaches, and GHG accounting tools (e.g., NEXT, IPCC frameworks).
  • Familiarity with national and international climate, environment, and biodiversity policies (CBD, KMGBF, NBSAP, NDC, NAP, BCCSAP).
  • Experience in coastal, fragile, or ecologically sensitive ecosystems is highly desirable.

Language and Nationality

  • Working knowledge of English (Level C)
  • Must be a Bangladeshi national or resident with a valid work permit.
